# FOA

Form of Authorization

A standard message used in gTLD transfers to confirm that the domain holder agrees to the move. The gaining and the losing registrar each have their own form. ICANN stopped enforcing the gaining registrar's form in January 2020 (Board resolution 2020.01.26.02). Changes adopted in 2026, not yet in force, remove the gaining registrar's form and rename the losing registrar's form Transfer Confirmation.
