# Picket Fence

The informal name for the limits on what ICANN can impose on registries and registrars through consensus policies. Their contracts list the topics that such policies may cover. The ICANN Bylaws also list them, in Annex G-1 for registrars and Annex G-2 for registries. Anything outside that list needs a contract change, not a policy.
