标签生成规则

一套正式的、可由机器读取的规则，规定标签可以包含哪些字符、哪些标签有效以及哪些标签互为变体。ICANN的根区LGR将其应用于顶级域，决定可以申请哪些IDN TLD字符串及其变体。
