# 行为准则豁免

ICANN给予注册管理机构的一项许可，使其无需遵守注册管理运行机构行为准则；该准则通常要求注册管理机构平等对待所有注册服务机构。它适用于注册管理机构及其关联公司持有全部域名的顶级域，不会授予封闭式通用顶级域。
