持有运营某个TLD的合同或授权并制定其规则的组织，例如规定谁可以注册、批发价格是多少。对于gTLD，这是与ICANN签订的注册管理机构协议；对于ccTLD，则是当地的制度框架。它可以聘请后端服务提供商来运行注册管理机构的技术系统。
