The one or three independent experts who decide a domain dispute. The provider appoints them, and they rule on the written complaint and response, with no hearing except in exceptional cases. Each member is called a panelist. Some ccTLD country code top-level domain A top-level domain for a country or territory, usually two letters long. Full definition of ccTLD policies use the word expert instead.
